NSW and QLD turn to TMA for Special Purpose Vehicles (SPVs)

Transport for New South Wales (TfNSW) and the Queensland Department of Transport and Main Roads (TMR) have introduced significant changes that impact operators of Class 1 Special Purpose Vehicles (SPVs). These changes allow the use of the Telematics Monitoring Application (TMA) as an alternative to the Intelligent Access Program (IAP) for SPVs, providing greater flexibility and cost savings. This harmonisation effort between NSW and QLD marks a significant step towards national consistency, enabling SPVs to use TMA across all states including VIC, SA, and TAS.

Key Changes in NSW

TfNSW have updated their regulatory telematics conditions for Class 1 SPVs to permit the use of TMA instead of IAP.

Self-declaration of the SPV category and axle configuration will only be required if the vehicle can change between categories or vary its axle configurations. Otherwise, self-declaration is not required. If needed, self-declarations can be easily managed by drivers, allocators, or managers using either the V-DAQ Platform Native or Web App, eliminating the need for dedicated in-cab IAP devices.

Upcoming Changes in QLD

TMR has proposed that soon, all SPVs will be allowed to use TMA as an alternative to IAP in QLD. Unlike in NSW, operators in QLD will not need to self-declare their configurations.

TMR has indicated a complete transition from IAP to TMA will occur as a requirement for SPVs when these vehicles are included in a future access instrument utilising the Heavy Vehicle Access Management System (HVAMS), and eventually its successor, the National Automated Access System (NAAS).
